Purpose of the Housing Element
State law requires each city and county in California to adopt a General Plan, which includes a Housing Element (California Government Code Sec 65580 et seq.). Housing Elements must include the following:
1) Analysis of the community's demographic trends and housing needs;
2) Review of potential governmental, market, and environmental constraints on the maintenance, improvement and development of housing;
3) An inventory of resources for housing, including land suitable for residential development;
4) Evaluation of accomplishments toward meeting the goals and objectives of the prior Housing Element;
5) A plan for addressing identified needs, including goals, policies, programs and quantified objectives.
Kings County and its 4 cities must prepare a Housing Element update by August 31, 2009.
The following public meetings will be held in each of the 5 jurisdictions over the coming weeks to provide opportunities for the public to participate in the Housing Element update process. Notice of Public Hearings
